The Numbers Behind Shop Oro Valley
In March 2025, the Town of Oro Valley released a comprehensive Retail and Restaurant Leakage Analysis, examining where residents shop, dine, and spend, and how much of that activity takes place outside town limits.
The findings reveal a significant gap between what Oro Valley residents spend and what local businesses capture.
Did You Know…
13.4 Million
Trips Outside Oro Valley
In 2024, Oro Valley residents made more than 13.4 million visits to shopping and dining destinations outside of town.
$17.2 Million
In Estimated Sales Tax
Revenue Not Captured
The study estimates that unmet local retail and restaurant demand represents approximately $17.2 million in potential annual sales tax revenue.
That Includes…
5.1 Million visits to community shopping center
1.9 Million visits to fast food and quick-service restaurants
1.6 Million visits to gas stations and convenience stores
1.2 Million visits to grocery stores
1.1 Million visits to restaurants
Why Are Oro Valley Residents Shopping Elsewhere?
Availability
Some retailers, restaurants, and services residents want simply aren’t available in Oro Valley.
Convenience
Shopping near work, combining errands, and visiting larger retail destinations often take residents outside of Oro Valley.
The Chicken-or-the-Egg Challenge
Oro Valley is working to attract new businesses and expand local shopping and dining options. But retailers don’t randomly choose a location and open their doors. They carefully evaluate consumer demand, spending patterns, and the potential for long-term success.
That’s where the issue becomes a classic chicken-or-the-egg challenge. Residents often shop outside Oro Valley because the options they want aren’t available here. They may leave to grab one specific thing, but then pick up groceries or food on the way home, outside town limits. Meanwhile, prospective retailers need confidence that residents will support them if they invest in our community.
The good news? The study reveals a tremendous opportunity! Retail leakage demonstrates demand that isn’t currently being met. When we support businesses that are already here, we collectively strengthen the local retail market and make our community an even more attractive place for future investment.
What Difference Could 1% Make?
If just 1% of those 13.4 Million trips happened in Oro Valley, the impact is significant.
134,000 more visits | $40 average cost per trip = $5.36 million in spending redirected to Oro Valley businesses annually.
That helps our community support the police that keep our town safe, beautify parks where our kids play, maintain trails we all enjoy, and support the place we call home.
We’re not asking people to spend more, but to make small shifts in where they shop, dine, live, and play.
What Does It All Mean?
Not every dollar can or should be expected to stay in Oro Valley. There will always be reasons to shop, dine, and do business beyond our town limits.
But the study reveals opportunities to strengthen local businesses, attract new retailers, and capture more of the spending already happening in our community.
